By the way, do note that even combining their powers Rose and Dave were only able to navigate the void because the Horrorterrors gave them a map and explicit instructions on how to use it. It's almost certain that doing so on a global scale would require the explicit cooperation of the Others, if not outright forging a deal with them. What would the price of such a deal be? What would they even want?
Well, aren't their main goals diametrically opposed to those of Skaia? So since Skaia's goal is to keep the players making new universes, it could be that the Horrorterrors would purposefully cheat a little to give the players a good(as in slightly better than most, obviously not as in easy) bargain, either in order to slow the process of universe creation or even just in order to spite Skaia in a sort of "The enemy of my enemy is my ally" type dealie.
I also like the idea of it working with the Magicants, however, as not only are they often explicitly stated to be partially outside the Game's reach(no enemies spawning, scrying is difficult, powers feel like they're coming from a ways away), but I've also always had the headcanon that the Magicants were all really just one system, just with each session forming a sort of hub around it, which gets weirder and harder to venture through as you try to go deeper, so that there might be a series of the obvious entrances found by most sessions, and then some hidden series of "deeper levels", which would take more and more skill and effort to find as you delved deeper.
Overall, I'd just like to say that this idea sounds absolutely awesome, whatever form it might take. While the fact that bringing your Lands along is kind of sad(One of my favorite parts of roleplaying Sburb is all of the custom-built worlds it creates to facilitate the players' journeys), the idea of having a sort of "Another day brings new trials, but for now, rest easy heroes" semi-ending and semi-status quo where everyone can finally meet and catch up with old friends and spend just a little while safe, while still allowing the setting to continue onwards, just feels right to me.
